Differences are reported, not explained away. APC, LP and PDP are lower in the PU layer, while NNPP is 526 higher. The two layers arise at different stages: one records the territorial collation and the other sums source-selected observations for four parties. The comparison does not identify missing votes, invalid records or a cause.

The six notes below restate the local aggregation without converting a PU leader into an official area-council winner. They also keep the source denominator visible, which matters even where representation reaches every inventory unit.

  1. Abaji: APC leads the selected four-party PU layer with 10,115 votes, 3,381 ahead of PDP. The rollup represents 135 of 135 inventory units.
  2. Bwari: LP leads the selected four-party PU layer with 65,610 votes, 52,076 ahead of APC. The rollup represents 485 of 485 inventory units.

One election, two evidence layers

Declared

The FCT EC8D reproduction

The territorial table is a contemporaneous reproduction of the result declared for FCT. Its Grade B authority rating means Mundx has corroborated the figures but does not hold a direct scanned EC8D form in the current source register.

Observed

The canonical PU layer

All 2,822 FCT inventory units have selected four-party observations in this snapshot. Full representation describes the data-selection denominator; it does not authenticate every sheet, include all eighteen parties or replace collation.

Local

The area-council directory

The local table preserves the route from the FCT total to area-council and ward patterns. A declared area-council result belongs here only after a separately sourced local collation record satisfies the result contract.

Terminology is part of the data contract. The generator stores each local record in the same coded geography dataset used for LGAs nationwide, but the published FCT interface names Abaji, Abuja Municipal, Bwari, Gwagwalada, Kuje and Kwali as area councils. That distinction appears in headings, explanatory text, structured data, routes and machine-readable geography levels. It avoids imposing a state/LGA model on the federal territory while preserving one stable technical pipeline.

FCT result notes

Who led FCT in the declared result?

LP led the declared FCT collation with 281,717 votes, followed by APC on 90,902, PDP on 74,194, and NNPP on 4,517. These four parties total 451,330 in the reproduced collation table.

Why publish a separate PU layer?

The PU aggregation exposes how the selected public records vary across area councils and wards. It creates a traceable route below the territory-wide number, but it remains a research layer and must be named as such whenever it is cited.

Does complete representation prove the local totals?

No. It means the selection policy found a complete four-party observation for every unit in this inventory. It does not establish that each observation is an authenticated result sheet or reproduce later collation corrections and decisions.

How should the difference be described?

Call it “declared minus canonical PU,” not missing votes or fraud. For FCT the four-party difference is 19,566. This precise label states the calculation without asserting a cause that the available sources cannot establish.

What is official, and what Mundx calculated

The declared layer comes from INEC's result collection and a contemporaneous reproduction of the collation table. It is a collation product, not a sum recreated by Mundx.

Mundx's second layer is a four-party aggregation of selected polling-unit observations. It applies policy all-complete-ccij-first-v1: complete CCIJ records take precedence, then complete Mark Essien records fill remaining units.
